Title: Decoding the date of a crate motor

Does anyone know how to figure the year a crate motor was built?
I've been researching the number I found on the right front pad on the block 2M0523 6VP
From what I found the M = Mexico, 0523 is the month and day and VP = a Target Master block, but can't find anything on how to tell what year it was built, although I have seen posts where people state the year using similar numbers.
Can anyone help here?
