That's because the 1987 TBI didn't use an EFE valve. The vacuum operated EFE valve and its older counterpart, the bimetal operated heat riser valve, were specified for carbureted engines.

Hmm.. I'm having an exhaust shop as well as a reputable carb shop tell me that this is the part I need .its the only part that I don't have.. . would it make a difference that this is a California truck? I'm piecing back the Smog system.. cause I have to.. to get this truck back on the road 😔

Makes no difference. California and federal specifications called for the same emission system configuration on R/V TBI trucks. 1987 TBI did not use an EFE valve. It was unnecessary. Instead, the intake was heated by coolant flowing through a cast passage in the floor of the plenum. There was no facility for an exhaust crossover. Refer to the emission control label affixed to the truck's radiator support and the 1987 Light Duty Truck Fuel, Drivabilty and Emissions manual (http://www.73-87chevytrucks.com/techinfo/7387CKMans//Fuel_Emissions/X8736_1987_GMC_Light_Duty_Truck_Fuel_and_Emissions_Including_Driveability.pdf#page=20).
