i know this sounds stupid but does the two small circle blue lights above the odometer indicate that the high beams are on?

i didnt do the wiring on this truck i know nothing about the wiring so far and i never owned a 73-87 chevy truck before, so i dont even know how to turn on he high beams lol.
...but i think one head lamp is on high and the other is on low since one is significantly brighter, the two blue lights on the dash are always on.
