Just trying to troubleshoot what seems to be some odd wiring problems (1980 Chevy stepside with 4 speed granny low)
When the hazard flashers are on, if I step on the brakes, the hazard flashers stop flashing and both front and rear lamps stay lit. Is this normal operation?
Additionally, when the transmission is in reverse, engine not running, no key in ignition, and I step on the brakes, the seat-belt warning buzzer buzzes (if the seatbelt is not hooked) and the seat belt dash light lights, and two of the warning lamps light -- the oil and brake lamps. Any ideas on this?

Not sure on the seatbelt buzzer etc. but the hazard and brake lights use the same wires so they will stop flashing when the brakes are applied.

As Blazin said you hazzards are working correctly. As for the other stuff, there is something wrong...
