I just changed the harmonic balancer on my 5.0 c10, but the crankshaft pulley still seems to be wobbly. I think it improved a little after the new harmonic balancer, but still seems off. Do I need to change the pulley too?

Did you replace the balancer because it was wobbly? Did you check (as best you could) that the pulley wasn't bent first?
Was it seated well on the balancer?

The pulley didn't look bent. I don't have an impact, but I torqued everything down with the belts on.

I'd remove belts, remove pulley and run engine to verify balancer isn't wobbling or cocked during install.
If good, then put on pulley and ensure it's seated on balancer and tighten bolts - run engine to verify true.
