I inherited my dads 90 c1500 5.7 and ever since he bought the truck the digital climate control is always on with the key off and was wondering if anybody can help me figure out why

you talking about the display is always on? like just the arrows pointing down?

i remember my moms truck having a similar issue but details are fuzzy. my (wifes) 94 doesnt have any issue. i didnt really drive my 89 that much but this issue doesnt ring a bell for it

Yes the display is always on you can Hit the heat button and it will start working with the key being in your pocket

I don't have the 1990 GMT400 service manual in my library.  You can use the 89 & 91 manuals to fill in the blanks.
