Hi   82Jeffc10,
WELCOME,,,,,,,to answer your question, go back to the "Title/ Opening" page of the folder, in this case it would be "Wheels and Tires", along the top of the list of threads there is a tab labeled "New Topic", just click on it.

Welcome from Central California!

I split your post to a new thread.  As stated, click on the appropriate category for the topic you want to post and then click on the "NEW TOPIC" button at the upper righthand side of the page and type away.  Click on the "Preview" button to see how your post will appear without actually committing.  Click on the "Post" button to commit.
