So yesterday I stopped to fill up my 85 c10 and my tank would not fill. I could see fuel just sitting there. I have read about the evap canister maybe being bad. That would make sense but the only problem is, the previous owner removed it. Any clues as to what may be causing this issue?

If I read you correctly you pump a little fuel and it hangs out in the filler neck.
Evap problems just make it hard to fill all the way up but you can eventually fill it with an annoyingly large number of auto shutoffs from the nozzle.
It sounds like you have some kind of actual blockage in the fill neck... OR... Do you have dual tanks with a non working valve and you're trying to fill the inoperative tank that's already full to the top?
