Are you going to remove everything or not?
I would suggest POR15.  It can be painted over rusty surfaces.  You just have to remove any scale.

I plan on removing all scale but not cleaning the rest of the frame down to bare metal. i think if i can find something glossy id like it better but i dont know yet....

Por15 will be glossy if you apply it thick enough. Good stuff.

I sandblasted my frame and then used the Eastwood Rust Encapsulator and Frame Black.  I have since covered it all with another coat of gloss black.  It has held up well.  If I had it to do again I think I may have used the POR15, but when I did mine the POR was just starting to be used.
