Title: What is this part called? And where can I order it?

This part, and the braces holding it where pretty rusted so I have to take it off, where can I get another one?

That'd be a crossmember. You'd most likely have to get one from a junkyard, or fab a new one from suitable steel.

Junkyard is the only place or like mentioned you can fab 1 up but they dont sell these new anymore.
