What can i do to:
1) get rid of the rust?
2) prevent any further rust/ing?
NOTE: i am not trying to win any car show contests here----i just want to clean it up. Also have a dremel tool if that helps.

Sandblast it and prime it and repaint them.

Yep ! Have the tires removed and blast away - Paint or Powder coat
Take the valve stim's out also.

If that's what it takes, i will try to get it done. But let's say i don't have sandblasting equipment or don't want to farm it out. Are there any other ways?
How much would it cost to get it sandblasted?
i guess one easy solution would be to get a full wheel cover; This is the spare.

Scuff it with a wire brush to remove the scale, scuff the rest with sandpaper and then paint the rusty areas with Chassis Saver or POR-15, wait about 30/40 minutes and spray it with some rattle can white.

You can get a nicer set of wheels for pretty cheap these days. Summit has new wheels for like $38 bucks a piece. The pits in those wheels will never come out

As mentioned earlier, that's exactly what I did with my wheel rims.
1) Luckily, I just took may wheels to a "self-serve" sand blasting shop that charged me by the hour (a lot cheaper than buying one). I didn't bothered taking the tires off the rims, just put the whole thing into the booth and blasted away :) BTW, my rims weren't quite as rusted as yours but I did blast some other very rusted pieces with excellent results.
2) Painted with POR-15 (Silver). I'm pretty sure you can get white as well but check out their website to be sure. And as Captkaos mentioned, you can also spray them with a can of paint to match. POR-15 is probably one of a few "paintable" products available on the market that will never rust and, much cheaper option that powder coating. For me, I didn't want to spend too much on what was to be a daily driver.

Comp, the pattern is 5X5, many fullsize gm cars also had this pattern.
skunk, those wheels look like they just came from the factory.

The one thing I've noticed lately, and maybe it's when the rims are dirty and\or the light conditions, but sometimes when I look at it from a distance, they seem to take on a slight "greenish" hue. Ideally, I probably should have had the rims painted (over top the POR-15) with the same silver paint used on the bottom half of the truck but that would have been extra $$$ and time. Tip: If you intend to give it a second coat you should do it when the paint is still tacky and not after it completely dries.
Personally, I think the beauty rim, new chrome lug nuts, and polishing up the GMC center cap really finished the whole thing off nicely.

I have found that almost all sand blasting services around here can blast cheaper than I can. I have all of the equipment but is just not worth doing compared to the prices. I wish it were the same for everyone. My local powder coater doesn't even charge for blasting if you pay for powder coat. Go figure? If you don't get all of the rust and use a good primer it will likely come back soon.

He could get 4 new wheels for what it'd cost him to get the POR 15 and get them sandblasted.

Yes, thank you. But i would prefer to just work with what i have because i don't have much space to be storing extra wheels/tires etc.

i know---i'm slow. That's just the way i am (note date).
i did the wire brush thing, then sandpaper and then rust-olem. i didn't do por-15 because of budget reasons---i would rather occasionally repaint.
