Fuel pressure regulator

I have an 87-95 350 with an electric fuel pump that puts out 2-5 psi. The truck seems to be starving for fuel, I want to put one in that does 5-9 psi.  I wanted to know is do I have to have a fuel pressure regulator or is it ok to go without it?  I forgot to mention it now has a carburetor on it.  Thanks for any info.

tbi fuel pumps are 12-15 psi

It's got a edelbrock 1406 4 bbl on it
