Lock-outs on Dana 60

I have a 79 k20 with a dana 60 front axel out of an 81 k30 and for some reason my passenger side lock out will not engage! If the truck is parked and the driver side wheel is locked in and you jack the passenger side up and rotate the wheel it will engage but will not do it going down the road after you lock the hubs. I have had this side pulled apart several times because of this problem and each time it will work a few times then start acting up again. I am seriously considering converting it to full time hubs! If anyone has had this problem before could you please advise me on how to correct it before I drive this big @#%$ into the lake! I am becoming very frustrated with it and am racking my brain trying to figure this out. It is probably something I am over looking but I am 99.9% sure that everything was reassembled correctly.

What do you mean if you jack the passenger side up it will engage but won't if you drive down the road?

The hubs only lock/unlock to the axle so power it transfered to it when the transfer case is engaged.  Are you troubleshooting by saying that neither wheel will turn when it is locked?  If so, that is the differential, not the hub.
