I wonder if the previous owner bent the timing tab out of his way, so that he could lay underneath the truck and plug the water pump's weep hole with epoxy. I bet he even spent the extra money and used water-proof epoxy. In fact, I'm going to bet that he had no idea what a weep hole is, and he couldn't get the water pump bolts any tighter... lord knows he kept trying though...and that water pump he put on it five years ago "had a lifetime warranty, so it's NEVER gonna go bad!" (Don't forget, some people actually think that!) So, after running a bunch of stop-leak through the cooling system, this was his last, best idea to fix that leak. Then he sold the truck, because it was "giving him too many problems".
