harmonic damper

does anyone know the relationship between the timing mark and the keyway on the harmonic damper on an 84 chevy 350?  the mark on the motor I am working on is about 20 degrees counterclockwise from the keyway.  it looks like they should be lined up for the timing mark to be at the 0 degree mark on the index plate with #1 piston at tdc.

If the timing mark it off and all of the components are stock, (pointer and balancer) then it is possible that outer ring has slipped.   If this is rebuild of sorts and you used different components, it is possible that you used a different pointer.
