long time shifting into drive

Ok i have a chance to buy a th350/transfercase combo to replace my blown th350 in my 86. It is out of a 78 swb 4x4 from what i was told it was rebuilt and it would drive time and the 1-2 shift was fine bu that it took alot of rpm to shift to 3rd. Im thinking either the modulator valve or the gov for that shift is wrong or messed up! What do you guys think? I can get it for $50!!! heck even if i have to deal with the long shift i will since i plan to rebuild my th350 over the winter. Anyone got any ideas? One guy at work said he had a trans do that in a fairline and it had just been rebuilt and there ended up being a pice of lint from a shop towel stuck in one of the passages in the valve body.
