Why cannot post in some forums?

Is there some reason I cannot post a "new topic" in certain forums (eg: "Technical")?

Tech pages are locked threads only an admin can put things in there.

Technical forums are the Information forums, you go there to get info not post questions.  It is our storage area for info on the trucks.
