hesitation between 1700 and 1900 rpm

tbi. I really only feel it in overdrive going up a little bit of a grade. It cuts out and then goes back to normal. Any ideas? I'm wondering if my timing could be off

Not yet. It's more between 1500-2000. Maybe objectors are dirty?

Also idles rough in winter months. Could it be related?

Check your vacuum lines for cracks.  Your temp sensor could be off some not giving the proper air/fuel mixture.  My $.02

^ This, and...
1) Check your fuel filter. 
2) If you have a pressure gauge with the correct adaptors, have someone ride with you and monitor your fuel pressure while driving.  Be really careful if you do this - gas in the cab or any fuel leak for that matter can be deadly!
3) Inspect your spark plugs, cap & rotor.
4) When you pull the plug wires off look into the ends of the wires for black soot or green discoloration.
5) A sticking EGR valve can also mimic your symptoms, as well as other things.

It's difficult to know just how much you don't know until you know it.
In other words... if people learn by making mistakes, by now I should know just about everything!!!
