If you have a test port I usually charge $10 to check fuel pressure ( shop will probably be $45) if it is that then your looking at a fuel pump

The regulator/diaphram on the back of the TBI keeps the pressure in the system and bleeds off any excess above set pressure.  A TBI won't have a Test port, you can probably rent the tool (or maybe have them check it) at any parts store.
