spring hanger install on rear leaf

I am looking to install the 2" drop spring hangers on the front part of the rear leaf springs and was wondering if anyone had done this and what the best way to cut the stock rivets off would be??

'86 C10 Silverado 350 with 700r4 and 2500 stall
Dropped 2" in front and 2" in rear but soon to b 4" in rear
18x10 wheels with 295/45 18 tires
