Truck Won't Stay Running

83 C10 with 350 cammed. It's been running like crap lately and now it just won't stay running. Stalled right before my driveway (uphill of course) and with a few gallons in the tank, some in the carb, starting fluid and banging on fuel pump it went and i parked it and it was running good.
Fast forward to this morning. Went to bring sister to school since it was 4 degrees and she has to walk. It would start and sound good and then die. It continued doing it and then wouldn't even kick, just kept turning over. Tried gas and starting fluid and banging fuel pump but it wouldn't go. Battery went dead so I just let it charge.
Went out about 5 minutes ago and tried and it was going, then did the same thing where it would start, sound good and just die. I looked at the fuel filter (clear glass one) and there is gas, however there seems to be something else. It was like bubbles were going up it, but they weren't the bubbles gas would make. kinda looks like when you mix oil and water.
Do you think water got in the tank and now in the lines? We have had snow and winds lately but I haven't driven to much in it. There isn't a whole lot of gas in the tank either.
Any suggestions? Also when it would kick and start running as soon as I touched the gas (since it doesn't idle til its warm) it would bog down or die.

Update:
Got it started after letting it sit and a few tries. But gas was pouring out of the vent? on the front of the carb. Its a Quadrajet and there was also gas where the accelerator piston is on top of carb

You either have a stuck float or something stuck in the needle seat.  Tap on the top of the carb and see if it helps.
