Perused all the historicals on horn topics and was unable to find an answer. I know the black lead from the relay through the signal switch and finally ending at the horn button on the steering column grounds out the circuit allowing the relay to close giving juice to the dark green to horn lead.....or at least I think I know that. Question is, is that black wire a constant hot? When I put a test light between the spring loaded copper button and the column shaft, the light shows its hot. Probably supposed to be but my repetitiously trained mind can't grasp the fact that a black wire can and should be hot.....

The black horn wire running to the horn button will check hot with a test light until that wire is grounded by the horn switch. It is because the test light substitutes as the ground path for the relay.

Thanks. Got it figured out......culprit was a bad high note horn.....replaced it and everything is working swimingly.....
