Choke problems

First of all, I really don't know anything about repairing a non-working choke, but it looks like mine is not working.  In the mid 60s this morning, I took a look after depressing the gas pedal once and the flap was wide open.  The flap has very little range of motion when I try and move it, and it feels rusty when I move it by hand.  I am not sure if there are parts missing.  Take a look and tell me what you think - thanks!

I am also considering installing a manual choke.  I kinda like them in these old vehicles.

Looks like the distributor vacuum is not hooked up - found this diagram.  Still - I don't have a clue about chokes...  :P

There should be a rod connected to a choke spring that is bolted to the manifold.

Thanks - that is what I figured.  I ordered a Manual Choke conversion kit.
