think about it like this, the clip goes into the caliper so you know these are the inner. from the driver’s side as you move forward the wheel turns counter clockwise, you dont want the rotor to scrap the squeaker first cause it could just bend it and not make any noise. you want the squeaker to drag on the rotor. so if your wheel is turning counter clockwise and you want the clip to drag on the rotor it has to go on top.
and using the same concept on the passenger’s side except the wheel turns the other way and the scrapper still goes on the top.
