Fuel Line ?

There are two metal fuel lines running up the passenger side frame rail. One supplies gas from the tank to the fuel pump. Someone stuck a a bolt in a short piece of rubber hose clamped to the other metal line. Is this the fuel tank vent line which should connect to the canister?

Should I purchase a fuel pump with a return line? Or can I just keep it plugged and use as is? What is the advantage to having a return line?

My guess is that the pump lasts longer if it can pump as designed. With a return line the pump can pump at full volume, just some of it goes back to the tank.
