I have no idea what we are actually looking at other than a bezel.  What is behind the bolt holes?

Try taking the screws out, Then start each one before tightening the others. Slowly turn each one a few turns till they all pull up. You may be able to adjust the bezel around a bit as you go.
Most of the time with sheet metal and trim type thing its better to get all the bolts/screw's started before tightening single bolts down.

agreed, if nothing else remove it and make sure all clips are there or holes aint stripped or oversized. I've used whatever I could fit in the screw hole to move clips around and line em up, or put in new ones.

Line the clips up with a piece of masking tape if they are moving and line them up one at a time. Is the bezel not sitting correctly?

i pushed the clips over and put it back on but that did not do anything

If the clips are moving around take them off and pinch them with some pliers, then reinstall them. They should fit pretty tight. Then use a strait pick to line them up with the holes, through the head light door / bezel.

hey is there a way to take the inner fender out without taking the fender off

Yes, If you take all of the bolts out, it will practically fall down & hit you on the head while removing the last bolt. I always install the inners after the fenders are installed. It makes lining up the fender easier I feel. Lorne

ok my hood is in good shape but there is some rust holes in the inside all i can think to do is take some sheet metal and weld it in place i thought about just getting a new hood but i dont know if i can fix this one or not

I would just get a new hood.... if the truck is going to be worth it just wait and get a nice steel cowl hood.
