New Springs With Drop Shackles.

Since I'm in Iraq for a couple more weeks I can't go check, so do I have to cut the bed crossmember on my stepside bed to install 2" drop shackles? I want to drop the rear to level the truck when I put in new leafs. Thanks.

It depends on the spring and sometimes the manufacturer of the shackle.

I didn't need to on my my truck-although it was very close. If you did need to, it would be very easy to do.

What is the best 2" drop shackle? Is there one? I know there has to be those cheapo worthless made in China parts to beware of.

I generally stick with the top manufacturers, Belltech, DJM, Western Chassis.  There is no "best" one.

Mine are western chassis 2". Thet were pretty inexpensive. quality is good.
