4x4 locking hub 79 chevy k10

So we replaced the rotor, put everything back together, but now we are having a issue where when we put the hub back on and turn the hub into "FREE" position then rotate the rotor, the axle turns also. Now if i have mistaken, does the axle turn in free or lock position on the hub? I thought it was supposed to turn in the lock position so you could have 4 wheel drive. any help will be appreciated

The axle should not turn with the hub in the free position.

What transfer case do you have? If the transfer case is engaged to the front, the axle wil km spin if the hubs are locked or not.

the t case has nothing to do with it. since its not moving. i have had parts break before and lock the front hub. take it back apart and double check the hub and axle. once you remove the hub spin the wheel and see if it still happens
