What would keep the turn signals from coming on?

Have the cluster pulled out now while Im rewiring the door locks and drivers window and decided to check out safety stuff on the truck. Brakes seem fine, headlights and tail lights worked. But the turn signals dont turn on.
Tested with a meter and Im not getting 12V when my turn signal lever is pushed either way

I didnt know if this was because the cluster was removed or what. I figured maybe the fact that there are turn blibkers in the cluster, maybe the power got somehow routed through there

Horn also didnt work but thats a different matter on its own and shouldnt be too hard to troubleshoot when the time comes

The back-up lights work although I dont know if they come on when the truck is in reverse though as it has a 700r4 now
Looks like theyre on the same fuse at the blinker relay. Also hazards wont work either

Fixed it. Turned out being a bad flasher relay. Replaced the elctronic one with one of those bigger thermal ones. Sure makes a loud clicking sound!
The fuse was also blown. Thats weird though. The backup lights shouldve been on that fuse as well according to the schematic but they worked
