You need to turn it counterclockwise as if you were removing it. Turning it clockwise is setting the float lower.

ok guys i havent had time to mess with the truck anymore until today. so this is an update of what i have done!! i have adjusted the floats, hooked up the electric choke, set the idle mixture screws with a vaccum gauge. now the carb is adjusted to the best of my knowledge. now the problem i am still having is the truck will pull its own wieght on flat ground but going up a hill or in my case pulling it on a trailer as soon as i touch the throttle it will pop and cut off.  it will not pull itself up a incline what so ever or better said it wont pull under a load. im guessing maybe the timing is still off? or maybe its something ignition?

Sounds like it's running lean or your timing is retarded. Do you have a timing light?

i do but since i cleaned the timing tab last time it has surface rust and i cant read it anymore so i will have to clean it again with a wire brush or something.
