79 c20 rear brake ??

my friend is looking at a 79 c20 for hauling fire wood. he said the rt rear brake was hanging up when he test drove it. owner said brakes were replaced a few days ago.we put it up on lift and pulled the drums to see what we could find. it had new shoes spring kits and adjusters. after not seeing anything that would jump out at us i removed the adjusters and found rt hand tread on left and lt  on rt.does that sound like the problem?

     That could be the problem, or the brake cylinder, the part on back of the backing plate that the line goes into before suppling the brakes the fluid.  A lot of people forget about that part of the system, and it can cause hang-ups.
