Wood Bed

My 87 Short Step bed has been revaged by the dreaded rot monster,  I have new white oak and stainless parts to fix it, but the washers for the bed tie downs baffle me.  Why are they eccentric?  Is there any reason not to use centered washers?  As a wingman used to say "WTH -Over"?

  there isnt any good reason.     the off center hole lines up in line with the eccentricity.......it goes fore/aft so it does not put the washer in the middle of the board, over the braces, or near anything that makes sense.   Did GM get these washers for free?   People wanna know.....

I believe it was to make the washer in the center of the board, and to keep the normal Fleetside mounting location.

I was wondering the same thing about the washers. I just figured the offset washer recessed in the wood was more of a anti rotation for the carriage bolt.
