How to get ready for paint???

Ive gotta very good used fender for my 87 v20, but the paint job is horrible on it. How do I go about sandin it down and self etchin primerin and primerin it??? Ain't done a whole lot of body work. I'm drivin. It while I fix the body so just need to primer for now.

     How bad is the fender in ?  Can you post some pics so we can see the fender, then we can give you the advice you are looking for.

 Sorry have no way of gettin  pictures for a while but it was a brand new fender just a bad paint job...orange peal and runs

     If it is new and no actual body work is needed only repaint.  It depends on how deep the orange peel goes ( layers ). 
     You will need to sand enough to get rid of the orange peel, I would take it down enough to prime it and repaint, but that is just how I would do it.
     Are you going with single or dual stage paint ?
