When you said that you checked power at the fuse, was that on the incoming or outgoing side of the fuse ?
I know this may sound strange, but I work with machinery and equipment that uses all kinds of different fuses, I have run across several different types of fuses that will show continuity across the fuse but will not let power pass through the fuse, also you should always take the fuse out of the holder before checking it with a ohm meter/test light so you do not get any outside interference while testing it.
I would go back and make sure you check power before and after the fuse to see where you have no power.
