86 C10 Delay Wipers Don't work

1986 C-10 Silverado.  Wipers work on high and low, but no delay.  Where to start looking?

Is the module referenced in the above link located under the steering column, about the size of a pack of cig's with an aluminum heat sink on the under side?

It's difficult to know just how much you don't know until you know it.
