I got a shock bushing sleeve question

I'm installing new shocks from Rough Country and  they don't supply a sleeve long enough for the  top of the shorter front shock (quad shocks) I can add some washers to fill the gap but I'm not sure how tight the bushing should be in the shock mount. Do I want some play or none?
FYI these are also the same length as the original ones.

i cant remember why but i want to say on my truck when i lifted it the sleeves that came with it were either missing or too short and i had to make my own out of pipe.

When properly installed there should be zero lateral play in the mount.  Fabricate spacers to center the shock between the frame and the outboard support.  When the upper bolt is cinched down, the factory mounts should pinch the sleeve firmly, so there is no movement.
