305 topend rebuilding

My 86 305 shoots out a puff of smoke on every start up. I was told the heads need new valve seats to correct this. My father said that if I only get the heads done they will cause oil to come through the piston rings. Is this true or can I just do the heads? Also any tricks to cleaning an intake manifold? I heard soaking it in diesel fuel cleans it. I don't have enough money to take it to a machine shop. Thanks in advance to anyone who can help me.

you can have new seals intalled, but how many miles are on it? Don't just bandaid the problem, do it correctly. Cleaning the manifold will require castrol super clean and a bead blaster.
