From my recollection of historical trivia, the term "dum-dum" originated near the close of the nineteenth century, coined after the British Dum-Dum arsenal in India where the first expanding riffle round was developed for militia applications (precursor to a modern hollow-point). The pliable 'dum-dum' round expanded and mushroomed on impact causing a debilitating injury while imparting full impact energy to its target similar to being clubbed. Similarity between the appearances of an expended dum-dum bullet and easily deformable plastic sealants/fillers invited adoption of the term.
