So, if I got a new hood, should I weld those brackets in place or just bolt them in?

because you don't need all that tension to keep the hood up...the original springs are overkill
Try to do some under hood work with low tension springs, while during a slight breeze "WHAP":o Been there done that enough times with worn out springs :P  Any hood from the 50's- Early Eighties, hurt like a dude and will leave a lasting impression(Factory Aluminums ain't a walk in the park either) ;)
