Stepside roll pan/ hidden hitch

I have a 77 GMC stepside and am looking to get a smooth roll pan with the license plate box. The problem is, I also want to be able to mount a hidden hitch for occasional use. I would be totally ok with cutting out a hole behind where the license plate would go and mounting the license plate on a hinge, but this would be dependent on where the hidden hitch would mount.

Does anyone know if this would work?

I put one just like that behind my front bumper,  I see no problem doing it behind a roll pan.  Check it out.

I know a lot of guys with the nbs trucks have a setup like that and I've thought about it for my yukon.
