Bad Hesitation

I have an 86 regular cab shortbed c-10 2wd. Under the hood is a 355 supposedly with only 10,000 miles on it. and supposedly it's an 86 block and 1986 heads. headers, Dual flowmasters with catalytic converters, Holley 600 cfm carb, edelbrock intake, Accel HEI ignition, Msd 8.5 mm wires, and ACDelco r44ts plugs. When i try to tach up the engine fast it hesitates and backfires sort of like i have spark plug wires crossed somewhere but i went through everything and everything is fine. I'm not sure how far i should what the timing should be set at but it idles great and doesnt miss from what i hear. So if its not the timing i assume its the carberatuer. Anybody have tips on how to tune a holley? i know on quadrajets the old trick was turn in the A/F adjustment screw till it ran rough then out 3/4 of a turn but when i do that to this carb is runs too rich.

                  P.S. I also cant get the truck to pass emissions to i changed the oil, put new plugs and wires on, and put this stuff in the gas tank called CRC and it gaurantee's it will make the car pass emissions. So im going to drive until E then fill it up with premium and pray.

let us know what parts of the smog test failed, and what state.

I failed the Carbon Monoxide (CO) part of the test. It read at 9.82 and the allowance goes up to 1.02. I lost the sheet they printed out for me im not sure if it was read in parts per million or what but i guess it doesnt matter. I'm hoping that the oil change, plugs and premium gas, and this CRC stuff gets it through.

If you read the bottle of crc it says it’s guaranteed as long as there are no mechanical problems. That being said it’s not going to fix a miss tuned carb. How I got my Holley threw Del was paid a mechanic to tune it then I just barley passed I mean I had to keep her right at the min rpms they said just to pass. but even if you do tune it to what you think is right it might still fail cause you cant tell if its burning all the fuel or not. This is why I kind of love Maryland is cause the truck is now historic no emissions :)
