     Welcome from California.  Right place if you buy it, if you do make sure to post back with pics of your own and introduce yourself in the "welcome" section, so everyone can welcome you.
     Looks like a great platform to start with, just make sure you check it out good.  My only concern is the headers and true duals, make sure where you live it is smog legal (if it needs it, in CA. that would never pass smog), and then enjoy.  Look forward to a update on the truck.

I can tag the truck as historic here in Maryland and there are no emissions or inspection so i'm good for that. I just wasnt sure about if the price was good, he said it had a flip kit and hangers in the rear and a 3 in coil in the front. Is that safe, or strong? Thanks for the welcome!

     If it runs good without any problems and you like it, then I would say the price is great for that truck.

Okay, thanks! my dad keeps telling me that it is too much for a 1984 two wheel drive. I really want it. I've been looking around for a few months but im gonna look at the truck in person. He told me there is a leak on the dip stick o-ring, the a/c needs to be hooked back up and it has a little bit of rust. The engine has 17,000 miles.

     Of course you never go and give what someone is asking unless they said firm and they mean it.  If I was you I would go look at it, talk about the o-ring in the dipstick, the AC needing to be hooked up and charged. 
     Generally look over the truck really good, really good at the rust spots, test drive it and listen for strange noises, if you have to stop and investigate noises as many times as needed until you are sure you know what is going on.  Listen to engine, trans, and rear end.
     Then after all that if you are still happy with the truck I would personally offer $2000.00 ands see if he would take it.  A lot of people put $2500.00/obo because  #1: they don't believe in there own minds they can get $2500.00 for it or  #2: they really need money and are willing to go down some to get the money.
     It is economics 101, supply and demand.  You have to watch out for the ones who put firm and will not budge, they usually are dead set on the price usually because they know how much it is worth.

I offered the guy 2000, the rust is only surface in 2 spots so im gonna sand it and prime it. my dads a mechanic so he gonna go with me to help my with my first buy and listen for noises and tell me what too look for. I talked to the guy about everything and he said he'll think about $2000 and let me know by the end of today

I found that showing up with cash makes a quicker easier sale too.

You'd better look into how they lowered it.  There's a lot of hack jobs out there.  If you haven't already, make sure and test drive it over some bumpy roads as well.
