The wipers work fine when turned on but the delay feature... theres no movement. I tried changing out the module with another used one. Suggestions?

Is your the kind you are suppose to push in on the button to get the intermediate wipers to work ?

Its on the column, first "click" is for the intermittent/delay feature. Next click is for always on-low speed.
