Remove this before painting?

Hey guys,
I'm working on sanding the box down in preparation of primer and paint.
In front of the rear wheelwell there is the protective rock guard material. I'm fairly certain it's some kind of adhesive material and it's fully in tact. I'm not sure if it's factory or not.
Question is, shall I remove it, or leave it in place and just paint right over the top of it?

If you mean the plastic paint protector film, remove it.
It's 25 plus years old and likely to flake off.

It looks to me to be cracking already, I would remove it and if need be reapply after paint is done. It is not that hard, I have watched dealerships apply this before.
