Set up a shooting range between your houses? Just follow the basic safety rules, and if you're out of town enough that his music doesn't bring any legal help, he obviously wouldn't mind you making your own type of noise.
That's tongue-in-cheek, of course... mostly anyway. His parents aren't the ones making the noise, but they also aren't doing anything to stop it evidently. Whether or not there's a legal authority involved, he is infringing on your rights to quiet enjoyment of your property. I don't know what the legal environment is there insofar as suing for this, but possibly some (harmless) shenanigans would be a nice next step. I bet he'd hate to walk out to his truck to find his tires unexpectedly emptied of air... which can, as we know, be done without damaging the tires.

When I was a teen in the 90's me and 2 of my friends ran car stereo competition.  Our cars had real nice LOUD systems in them.   My one friend launched the back window out of his 80's dodge charger with his system in the one Competitions.  Any way all 3 of us where for the most part nice and respectful kids.  I had one neighbor who didn't get along with most of the neighbor hood and of course he lived right next to me.  The one day 2 of us was setting up my system and his at my garage and he came over yelling and screaming at us.  I told him we will be done in less then an hour to please bare with us it has to be at this volume that we was going to states the next day.  We had told him and all the other neighbors the day prior that we was going to be doing that as well.  Right after we had gotten done the cops showed up.  I was polite to the cop (Dave) as we was also my grams neighbor.  I had explained to Dave what I was doing and that we had just finished up right before he got there.  Dave was cool and one of the other neighbors even said that we had warned all the neighbors the day before.  Dave then and went to talk to the mean neighbor then left.   From that point on we went to my buddy's house to tune the systems.  I lived there for 5 years and he tried to blame me for numerous things over the time most of the time I was out of town with the car stereo stuff or with the Air Force things.  So keep in mind you can't please everyone and some people are just plan jerks.
