front bed panel removal

ok guys this might be a dumb question but the front bed panel on my truck is rusted through. i went to remove the bed and the previous owner has welded the bed bolts to the frame (what a dummy). so i was wondering if i could remove the front panel without removing the bed? i live in a apartment and i dont have eccess to my torches (15 miles away) and my truck has the intake and carb off of it while im waiting on new parts. so i was hoping while waiting for the intake and carb i could fix the bed. is this possiable or would it be easier to cut the bed bolts and pull the bed before replacing?

While removing the front panel with the bed off is easier you are able to do it while it is still mounted to the truck.  I have done it twice.
