Shaving wiper cowl

I have seen wiper cowls smooth before other than wiper arms I am curious will this affect anything? I was told that is what controls your defroster, does anyone know if this is true?

As long as you don't seal the vent it won't matter much.  That is where fresh air enters the cab...
