My guess is wrong/ba pulley on the balancer, or it's not mounted correctly. Nothing goes between the pulley and balancer. Unless it's the wrong damper, the only thing that could be fouling you would be a messed up "woodruff key" in the crank. I've never had any not go all the way in....I've even had to pull them back forwards a touch to line up everything. So I'd find another drive pulley.

Could it be possible that you've got the wrong crank pulley for the water pump setup? As there were two lengths of water pump, and I wouldnt put it past a guy that would put a balancer on with a hammer to have used the wrong pulley also. Is the crank pulley out of alignment by short or long?

If you're off by two whole inches then it's the wrong pulley....that or something is seriously jacked up! Sounds like he has a late 80's serpentine drive pulley and you need a mid 90's that only used one serpentine belt to drive ALL of the accessories?

I don't see how it would be possible to get a V-belt pulley off of any SBC and be two whole inches off. Yes pics would be great!

I think the long water pump came out in 73 so yours should be as you've said as long as nobody changed it over the years. The pulley almost surely has to be wrong. The balancer barely installs over 2 inches deep so I cant see how you could need that much more. Or maybe the balancer is wrong? When you installed it did you heat it first? I have a 4 lb one on mine and it absolutely wouldnt seat without both heating it in my oven and using the installer tool.
