Wiper Issue

Ok I have searched the forums and have found nothing that will help my situation. I have an 87 Chevy V10. It sat for a couple years and now I am driving it again. My issue is that the wipers do not work at all. Turn the switch on nothing happens. I have checked the fuse and that is good. I am getting power to one wire at the wiper motor.
My thought was to eliminate the switch on the column and put in a 3 way toggle switch. I have looked at the wiring diagrams for my truck posted on here. I cannot gather enough information from them to figure out how I would wire in a toggle switch though.

The dash switch controls wiper motor ground.  Disassemble and clean the ground connections to cab sheetmetal under the dash next to the park brake pedal.

I'll try that but I don't have a dash switch. It is on the column with the turn signal.

Both dash- and column-mounted switches control the wiper motor ground.  Does the truck have delay wipers?
