Kick Panel Vent

I'm re-installing my passenger-side kick panel and have a couple questions. I'm going to dip all my screws in 3M window-weld urethane before inserting, but my vent gasket/seal is old. 

Are those little green clip things necessary?
Should I replace the gasket? (If aftermarket sucks, I'll just use the old one but it's really flat)

Picture us kind of hard to see but it looks like those clips are what the screw threads into. If im correct than yes you need them as there would be no other threads

Can't tell from the picture, but if the gasket is bad or you want it to seal better check the local home improvement store for some foam.  I would use 3M adhesive to glue it though.
